Sen. Ed Markey (D., Mass.), who was instrumental to getting the landmark Children's Online Privacy Protection Act passed in 1998, was expected to hit Facebook and its Instagram platform hard. He did, comparing Facebook to Big Tobacco.

"Instagram is that first childhood cigarette meant to get teens hooked early," he said. "Exploiting the peer pressure of popularity and ultimately endangering their health. Facebook is just like Big Tobacco, pushing a product that they know is harmful to the health of young people, pushing it to them early. Also, Facebook can make money. IG stands for Instagram, but it also stands for 'Insta-greed.'"

Mr. Markey took the opportunity to push several of his own proposals for updating the original Coppa law, widely regarded as inadequate for the age of social media.
