ICAP appoints Duncan Goldie-Morrison as a non executive director

ICAP plc, the world's largest voice and electronic interdealer broker, has
appointed Duncan E. Goldie-Morrison as a non executive director, with effect
from 20 November 2003.   He will be a member of the Audit, Remuneration and
Nominations Committees.

Michael Spencer, ICAP 's Group Chief Executive commented, "Duncan brings
significant experience at a very senior level in markets in which we operate. I
am sure that we will benefit from his broad knowledge of the global fixed
income, interest rate, credit and commodity derivatives and foreign exchange
markets.

Duncan, 48, is Senior Managing Director of Ritchie Capital Management, a multi
strategy hedge fund in New York. Between 1993 and 2003 he was Managing Director,
Head of Global Markets Group and Head of Asia at Bank of America. He was
responsible for the origination, syndication, sales, trading and research
components of the bank's debt businesses. These functions incorporated the
following product areas: governments, agencies, high grade, high yield,
asset-backed, mortgage-backed, emerging markets and loan syndications. He was
also responsible for interest rate, credit and commodity derivatives and foreign
exchange. Additionally, he managed the company's businesses in Asia and Latin
America. He was a member of Bank of America's Management Operating Committee,
the Asset and Liability Committee and the Trading Risk Committee.

Duncan has been active in the business community. He was an International Swaps
and Derivatives Association board member for four years and a board member and
executive committee member of the Bond Market Association. He was also a member
of Duke University's Capital Markets Center Advisory Board. In 2002 he was
elected to the "Risk Hall of Fame" which comprises 50 individuals who have made
a profound contribution to the field of risk management over the past 10 years.
