SumTotal Systems (Nasdaq:SUMTE), the largest provider of learning and business performance technologies and services, along with partner International Software Systems Inc. (ISSI), today announced that it has been awarded two contracts by the US Office of Personnel Management (OPM) to support its GoLearn program. Through these two contracts, SumTotal will form the backbone of a fully-configured solution that will enable government and Department of Defense agencies to drive personnel readiness, increase operating efficiencies, provide leadership, professional and career development and more rapidly achieve organizational goals. The OPM created GoLearn as part of its e-Training Initiative, one of the e-government initiatives on the President's Management Agenda. GoLearn focuses on unifying, simplifying and increasing access to high quality e-learning products and services to help advance the accomplishment of federal agency missions. The program offers federal agency employees a wide range of online learning and career growth opportunities, including academic, technical, executive and organizational training. The first GoLearn contract awarded to SumTotal and ISSI under Specialized Technical Area 1, LMS/LCMS solutions, is for SumTotal's Total LMS and Total LCMS. The second is for SumTotal's TotalInformation, TotalCollaboration and TotalAccess modules under Specialized Technical Area 3, Collaboration Tools & Human Capital Performance Applications. SumTotal will team with ISSI, which has extensive experience developing, customizing and configuring learning management systems, to deliver the solutions and services. "With today's constantly changing legislative and regulatory environment and complex, global political and economic events, it is more critical than ever for employees of government agencies and military organizations to be able to respond quickly and competently to these circumstances," said R. Andrew Eckert, SumTotal CEO. "Our long track record of expertise in delivering successful, scalable solutions that meet the specialized needs of this sector -- the nation's largest workforce -- ideally positions SumTotal to support the objectives of the GoLearn initiative. The new contracts will allow us to continue expanding our marketshare in the government space and to reach an even broader user base with our mission-critical products and services." SumTotal's military and local, state and federal government customers span the globe. In the US, they include the US Air Force, Army, Navy and Coast Guard, the City of Washington D.C., the State of California, the EPA, USDA and DSHS.
