Globalstar, Inc. (OTCBB:GSAT) announced today that the Federal Communications Commission (FCC) placed Globalstar's requested notice of proposed rulemaking on circulation for consideration by the full Commission: http://transition.fcc.gov/fcc-bin/circ_items.cgi.
