Former Technip, Keppel Consultant Sentenced to Probation

A consultant who used bribes to help two oil-services companies
secure business with Brazilian state-owned Petróleo Brasileiro SA
was fined and sentenced to probation.
Zwi Skornicki pleaded guilty last year to helping pay bribes on
behalf of oil-services companies TechnipFMC PLC and Keppel Offshore
& Marine Ltd. On Tuesday, he was sentenced to 18 months of
probation and ordered to pay a $50,000 fine, according to a
spokesperson with the U.S. attorney's office in Brooklyn, N.Y.
Mr. Skornicki and others received more than $69 million from the
Paris-based Technip SA, which merged with FMC Technologies Inc. in
2017, in a conspiracy that also involved Singapore-based Keppel,
according to federal prosecutors. He passed a portion of the
payments along to Brazilian government officials who were employees
of Petróleo Brasileiro, known as Petrobras, to secure a business
advantage for Technip, prosecutors said.
A lawyer for Mr. Skornicki declined to comment. Representatives
of TechnipFMC and Keppel didn't immediately respond to requests for
comment.
Mr. Skornicki last year pleaded guilty to one count of
conspiring to violate the U.S. Foreign Corrupt Practices Act for
his role in the bribery scheme. The conspiracy took place between
2003 and 2013, federal prosecutors said.
TechnipFMC and a U.S. subsidiary last year agreed to pay more
than $296 million to settle investigations in the U.S. and
Brazil.
The agreement followed a related settlement in late 2017 with
Keppel and its U.S. subsidiary, which agreed to pay $422 million to
resolve investigations in the U.S., Brazil and Singapore.
