SCE Submits Additional San Onofre Documents to State Regulator

Southern California Edison today submitted to the California
Public Utilities Commission (CPUC) additional documents related to
the commission’s proceeding regarding the shutdown of the San
Onofre nuclear plant.
SCE recently discovered about two dozen additional documents
that refer to procedural communications between SCE and commission
decision-makers related principally to settlement of the
commission’s investigation of the permanent shutdown of San
Onofre.
In SCE’s view, none of the recently discovered documents reflect
any inappropriate discussions or reportable ex parte communications
under the commission’s rules. In today’s supplemental filing, SCE
described the circumstances that led to the discovery of these
additional materials.
“SCE strives to exhibit the highest standards of ethics and
integrity and submits these procedural communications to honor our
commitment to be transparent,” said SCE President Pedro
Pizarro.
Last April, in response to a request from the commission, SCE
submitted documents that it located after a two-week search of more
than 2 million documents.
In connection with a recent, unrelated document review, SCE
located additional documents, prompting further analysis of company
records. As a result, SCE identified the additional documents that
are referenced in today’s filing, including documents related to
three procedural communications with the assigned administrative
law judge. These focused on subjects like planning for a community
meeting the commission had ordered regarding the San Onofre
settlement and the procedural status of SCE’s claims against third
parties arising from the San Onofre outages. All of the procedural
communications identified in today’s filing occurred after the San
Onofre settlement agreement had been executed.
The San Onofre settlement was proposed in April 2014 by four
parties representing consumer, environmental and labor interests,
as well as by SCE and San Diego Gas & Electric Co. The
commission, after an extensive and public proceeding, unanimously
approved the settlement last November.
SCE announced in June 2013 it would retire San Onofre Units 2
and 3, and begin preparations to decommission the facility. SCE,
guided by core principles of safety, stewardship and engagement,
has established a Community Engagement Panel to support those
principles. For more information, visit songscommunity.com.
