McClure is a respected leader with expertise in federal IT
operations, modernization and security, as well as corporate
development and growth strategy. He joins Accenture Federal
Services from Coalfire Federal (formerly Veris Group), a cyber
security professional services firm, where he served as chief
strategist, helping government and industry clients enhance their
performance through digital transformation.
Before joining Coalfire, McClure was associate administrator of
Citizen Services & Innovative Technologies at the U.S. General
Services Administration. In that role, which he held from 2009 to
2014, McClure led the launch of several pioneering government-wide
technology initiatives, including Data.gov, Challenge.gov and
FedRAMP – the federal government’s comprehensive cloud computing
security program.
"Dave McClure is a preeminent authority in transformational IT
initiatives and a pioneer in cloud computing adoption in the
federal government," said David Moskovitz, chief executive of
Accenture Federal Services. "His expertise and experience in the
public and private sectors will be indispensable in helping our
clients harness innovation to increase performance and impact.”
Earlier in his career, McClure was a managing vice president for
government technology research at Gartner, where he examined
trends, directions, issues and solutions for public-sector CIOs and
IT managers. McClure also served as vice president for eGovernment
at the Council for Excellence in Government, focusing on
public/private-sector IT management best practices. Prior to that
position, McClure was director of Government IT Management at the
US Government Accountability Office, where he was instrumental in
crafting legislation such as the Clinger-Cohen Act and developing
best practices for capital planning and investment, performance
management, and IT human capital.
"I look forward to leading a dynamic team at Accenture Federal
Services, helping federal CIOs and CXOs navigate strategy and
business transformation to achieve their mission of shaping the
future of modern government IT that’s open, flexible, agile and
secure,” McClure said.
McClure is the recipient of numerous prestigious awards,
including the 2014 AFFIRM Career Leadership Award, the 2014 NASCIO
Technology Champion Award and Federal Computer Week’s Fed100 Award
— the latter of which he won four times. He is the author of
several reports on topics including CIO leadership practices,
business-driven cloud adoption, federal cyber-security paradigms,
and security-proofing agency business processes, and he has served
as Executive Chair of ACT-IAC’s Industry Advisory Council.
McClure earned bachelor’s and master’s degrees from The
University of Texas and a Ph.D. in public policy, administration
and research methods from University of North Texas.
