                           AGGREGATE INDUSTRIES PLC
Statement re: US Northeast Region (Massachusetts)

A notice of suspension has been issued by the US Federal Highway Administration
and delivered to Aggregate Industries Northeast Region Inc. ("AI Northeast") in
Boston, making AI Northeast temporarily ineligible to participate in new federal
contracts. AI Northeast trades almost exclusively in Massachusetts. Existing
contracts are unaffected.

The notice arises from the indictment last year of two employees of AI Northeast
in connection with alleged price-fixing on six tenders for the supply of stone
between 1998 and 2002. AI Northeast was not the successful bidder on, nor did
it benefit in any way from, any of these tenders, which had a total value of
less than $200,000. The authorities responsible for the indictment of the
employees have confirmed that AI Northeast is not a target of the investigation.

The suspension could last for the duration of the criminal proceedings against
the employees. However, AI Northeast is entitled under the terms of the notice
to contest the suspension, which it will do.

The Board of Aggregate Industries believes that the suspension will have no
appreciable impact on AI Northeast's performance in the current year or, should
the suspension continue, any material effect on AI Northeast's trading in 2004.
