Navigant Deepens Risk Management, Compliance and Security Capabilities within the Energy Practice

Today, Navigant (NYSE: NCI) announces the addition of several
seasoned professionals to join the Firm’s Energy practice as part
of a newly formed Risk Management, Compliance and Security (RMCS)
solution offering team. Brian Harrell and Chris Luras are joining
recent additions Ed Dobrowolski and Matt Blizard to further expand
the team’s expertise in risk management, compliance and
security.
The addition of these four professionals will allow Navigant to
deliver on the growing client need for risk mitigation services
within the energy practice. Navigant’s new RMCS solution offering
delivers experienced advice to clients across all critical energy
infrastructure sectors. “We have assembled a strong team of
experienced professionals under the leadership of Ken Lotterhos,
Managing Director, with backgrounds in energy, federal government,
homeland security and the military, to provide clients with an
integrated approach to risk management and compliance, along with

The following senior professionals recently joined Navigant:
Matt Blizard, Folsom, CA
Blizard, a Director within Navigant’s energy practice, brings
more than three decades of experience in security, law enforcement,
operations and mission support activities. In addition to
leading the North American Electric Reliability Corp.’s (NERC)
Critical Infrastructure Protection (CIP) team with its significant
advancements in Bulk Electric System (BES) CIP reliability and
security efforts, he served 30 years of commissioned service with
the U.S. Coast Guard, leading, managing, and serving multiple
commands throughout his Coast Guard career. Blizard marshals
this extensive experience to provide clients with guidance on
critical infrastructure protection, electric system reliability and
security, national and homeland security, and program and
performance management.
Ed Dobrowolski, Washington DC
With more than 30 years of experience, Dobrowolski, a Director
within Navigant, brings deep expertise in delivering risk
management, compliance and security solutions. Prior to joining
Navigant, Dobrowolski was a Standards Developer at NERC. Ed led
experienced teams of industry subject matter experts whose work
focused on strengthening the reliability of the Bulk Power System
(BPS) through the creation of NERC reliability standards. Ed led
the teams responsible for the definition of the BES, Transmission
Planning (TPL), system restoration, backup facilities, and
transmission operations (TOP/IRO). He was also involved in the
development of Geomagnetic Disturbance (GMD) standards as well as
the review of Emergency Preparedness and Operations (EOP) and
Facilities Design, Connections, and Maintenance (FAC)
standards.
Brian Harrell, Washington DC
With nearly two decades of experience, Harrell, a Director, has
vast knowledge of the physical and cybersecurity threat space and
critical infrastructure protection. Most recently, Harrell worked
with the electricity sector as the Director of Operations of the
NERC Electricity Sector Information Sharing and Analysis Center
(ES-ISAC). Harrell provided the timely sharing of information
pertaining to physical and cyber threats, vulnerabilities,
incidents, and protective security measures and practices. Prior to
coming to NERC, Harrell was the Critical Infrastructure Protection
Manager at SERC Reliability Corporation.
Chris Luras, Folsom, CA
Prior to joining Navigant as an Associate Director, Luras
created and developed the Compliance Risk Analysis and Enforcement
teams at the Western Electricity Coordinating Council (WECC), where
he led a team of regulatory professionals, cyber security
professionals and electrical engineers focused on improving the
reliability of Bulk Power Systems by working in collaboration with
the electric utilities to solve reliability and compliance
issues.
