The borrowers and the FDIC was harmed by LIBOR, not WAMU... why?... WAMU just passed the higher interest rates to those that took out loans... The FDIC was harmed because they were over insuring the Liabilities of the WAMU banks and was not being compensated from the fees they got from the banks...
