Maybe it's time to take another look at CECB. Considering all that the bank has lived through....then just maybe they'll live for many moons more.

A few things have improved with CECB.

BREAKING DOWN 'SEC Form 15'

When a company files an SEC Form 15, it usually means one of two things. It may mean that a company is ceasing to exist in a publicly-traded form, either returning to privately-held status or going out of business altogether. Alternatively, it may mean that a company is simply canceling a certain class of securities, replacing them with another class.

Assets down by $64MM
Deposits down by $57MM
Loans down by $36MM
Capital down by $3.7MM
...and a whopping 20% of all Assets are troubled.

The only positive note is Net Income at the holding company level was positive by a mediocre $3K. That was the first time in several years they didn't post a quarterly loss.

The bank continues to be in distress.

WOW. From the latest quarterly report. Cecil bank
has turned a PROFIT!!

What a turn around in just 1 year since the new Ceo took
over. This stock is way undervalued at only 30 cents.

Not for long I bet....

Actually, if you do some digging through the public
bank records, Cecil Bank has drastically cut its quarterly
loss since this time last year. For example, in the June 30, 2015
call report I believe they show a 1.3M net loss for Q2

Flash forward to the first quarter of this year and the loss was
reduced to approx 400K. Now the latest report shows a loss
Of just over 200K for Q2 2016.

Hopefully that's a trend. If so, this low stock price
will be a gift going forward.

Seems like a great turnaround team in place too.

IMHO

HOW HEALTHY IS THIS BANK? In a word - toxic.

CECB's woes continue into their 7th year running. It's astonishing to me the bank hasn't been closed down by regulators.

http://banktracker.investigativereportingworkshop.org/banks/maryland/elkton/cecil-bank/

Q1 of 2015 the bank had a loss of (-$1.326MM)

Net Income for Q1/2013 was a (loss) -$717K

Basic and diluted net loss per share $ (0.13 )

As of March 31, 2013 and December 31, 2012, the Bank exceeded all applicable capital requirements to be classified as a well-capitalized institution under the rules promulgated by the Federal Reserve. Designation as a well-capitalized institution under these regulations does not constitute a recommendation or endorsement by the Bank’s regulators.

*CECB is making the glacial migration towards getting their nose above water like many many of its peers but it's far from being out of the woods. Book Value is negative and yet Mr. Market has it at .44. It's been unreal to me how investors will support a sick bank like CECB and yet be unwilling to buy banks with stellar positive earnings and be selling at a discount! (BNCC comes to mind)... Go figure.

*I don't know if FMAR still holds 24.9% of CECBs' stock...I haven't looked into it and probably won't at this time ":~|

Cecil Bancorp is #234 on the (older but still fairly reliable) Troubled Bank List as of 9/30/2011.

First Mariner Bancorp, who just obtained 24.9% of CECB common stocks through the collection process of a defaulted loan, is #187 on that list.

Two very sick banks in need of recapitalization...although FMAR is showing signs of life and recording it's first profittable qtr in 5 years today...stock is up 23% on the news. The question is - will they find more help from outside investors...and soon?

http://bankimplode.com/list/troubledbanks.htm

* I do not own shares of CECB nor FMAR.
