SAN DIEGO, March 6 /PRNewswire/ -- Satellite Security Systems (S3), a wholly owned subsidiary of Celtron International, Inc. (OTC:CLTR) (BULLETIN BOARD: CLTR) , announced today that it has been selected by the South Coast Air Quality Management District's Governing Board to provide GlobalGuard(TM) Electronic Monitoring Units (EMUs) in support of AQMD clean air programs. S3's GlobalGuard Emu's will be used to electronically record diesel engine run hours and mileage accrual within the South Coast four-county region and wirelessly transmit the results back to S3. This is S3's third award in as many attempts at supplying both hardware systems and monitoring services to Air Quality Districts throughout California. The South Coast Air Quality Management District is the regional government agency responsible for air pollution control in Los Angeles and Orange counties and parts of Riverside and San Bernardino counties. In order to enhance enforcement activities on mobile source projects funded under AQMD and state programs, GlobalGuard electronic monitoring units, equipped with Global Positioning Systems (GPS) will be installed on on-road and off-road equipment. The Board approved release of a Request For Proposals (RFP) on November 4, 2005 to solicit bids from qualified GPS vendors. Seven proposals were received by the RFP due date and AQMD and CARB staffs evaluated the proposals selecting Satellite Security Systems, Inc. as the winning vendor to provide these services. The first purchase order will be for approximately 200 GlobalGuard units and associated monitoring services for approximately $500,000. Additional purchases made on the five year contract will be funded through the Carl Moyer Program. AQMD estimates that between 200 and 600 vehicles, marine vessels, and other equipment will be equipped annually with GPS-EMU systems. With options, the total potential of the contract over the five years is roughly $7.5M. S3 is currently serving the Gateway Cities Council of Governments and the Sacramento Municipal Air Quality Management District in wirelessly gathering engine and vehicle performance data -- all of which is used to help to reduce exhaust emissions from existing heavy-duty vehicles operating in these Districts. District members are incentivized to purchase newer, cleaner-burning engine equipment and in return, the GlobalGuard EMU's will be used to gather information including engine hours and miles traveled by monitored vehicles throughout various air district zones. In total, S3 has been awarded Air Quality contracts for the monitoring of up to 4,325 units thus far in the three contracts awarded to date.
