Rice, JD, is a distinguished biographee of Marquis Who's Who. As in
all Marquis Who's Who biographical volumes, individuals profiled

Serving as senior counsel with Arnold & Porter, Mr. Rice
focuses on business law, civil litigation, securities law, venture
capital and cyberspace law. Since he was admitted to practice by
the State Bar of California in
1960, he has made every effort to stay at the forefront of changes
within the legal community. Mr. Rice became especially concerned
with cyberspace law, a new and rapidly evolving field that
continued to stay abreast by new advancements in technology and
internet activity as a whole. To this end, he was appointed as the
first chair of the State Bar of California on cyberspace law and was very
active in the American Bar Association on the cyberspace law
committee. Notably, Mr. Rice was the first person to present papers
on the subjects of the bitcoin and the block-chain to the American
Bar Association. He has also written extensively on these subjects
and their implications for the future.
Throughout the course of his career, Mr. Rice has been presented
with an array of unique legal matters. One such occasion was when
he represented the rightful heirs to the estate of Sally Stanford, a prominent member of the San
Francisco Bar area community who rose to fame through her varied
career as a madam, restaurateur and council member and mayor of
Sausalito. Prior to her death, Ms.
Stanford had been convinced to sign a will by a friend, thus
complicating the probate process and blocking the rightful heirs
from receiving their inheritance. Mr. Rice successfully litigated
on their behalf, winning the case.
Reflecting on a career that has spanned nearly six decades, Mr.
Rice recalls his early fascination with the law, how it was made,
and how it was interpreted. Even at a young age, he understood the
importance of a federal legal system in building a strong and
progressive society. Mr. Rice completed undergraduate education at
Princeton University, where he received
a Bachelor of Arts in Public and International Affairs in 1954.
Shortly after earning a Doctor of Jurisprudence from the
University of Michigan in 1959, he was
admitted to practice in California, and later the Supreme Court of
the United States. He briefly
served as an associate with Pillsbury, Madison & Sutro and
Howard & Prim before settling into a more permanent role with
Howard, Rice, Nemerovski, Canady,
Falk & Rabkin in 1964. Following more than four decades of
service as a principal attorney, he was appointed senior counsel
with Arnold & Porter in 2012.
Outside of his official appointments, Mr. Rice has contributed
numerous articles to law reviews. He has also delivered
presentations around the world in his particular fields of focus.
However, Mr. Rice considers one of his greatest accomplishments to
be when he was selected to receive the Lifetime Achievement Award
in Business Law by the State Bar of California in 2009. That organization presents
only one of these awards per year. Looking to the future, Mr. Rice
intends to continue writing about developing legal issues. He may
also consider teaching on a part-time basis, and may take a step
back from practicing law to make himself available as an on-call
mentor to future generations of attorneys. In recognition of his
contributions to the legal community, Mr. Rice has been featured in
a wide range of honors publications, including Who's Who in Finance
and Industry, Who's Who in America, Who's Who in American Law and
Who's Who in the World.
