I would "think" that most of the shares are restricted for at least 6 months, if not a year...
so this could actually be a micro float 4 mill ? or so

Do you know what the float is on this? With the forward split the os is large so how the heck is it moving up on such small volume? I have been buying a few lots here and there.

There has been NO PR on the US side of the merger, YET
