San Onofre Community Engagement Panel to Discuss Progress Regarding Fuel Transfer Operations

The San Onofre Community Engagement Panel will discuss
improvements made to fuel transfer operations at the San Onofre
nuclear plant since the Aug. 3 canister-downloading incident during
its quarterly meeting March 28 in Laguna Hills.
Fuel transfer operations at San Onofre have been on hold since
Aug. 3 when a canister that was being downloaded became wedged near
the top of a cavity enclosure container (CEC) on the dry cask
storage pad. The slings that support the canister during
downloading continued to be lowered while the canister remained
wedged. Workers identified the problem and the canister was
re-lifted and safely lowered to the bottom of the CEC. At no point
during the incident was there a risk to employee or public
safety.
SCE has committed to not restart spent fuel transfer operations
until it is satisfied all corrective actions are in place and
proven effective, the public has been briefed at a Community
Engagement Panel meeting and the Nuclear Regulatory Commission has
completed its on-site inspection actions. The commission has
scheduled a public webinar for Monday to discuss results from
January’s Predecisional Enforcement Conference and preliminary
findings and observations of recent inspections at San Onofre.
Other topics to be discussed at the CEP meeting include updates
on environmental permitting and decommissioning activities.
The regular quarterly meeting will be from 5:30-8:30 p.m. at the
Laguna Hills Community Center & Sports Complex, 25555 Alicia
Parkway, Laguna Hills. Staffed information booths will be open from
4:30-5:30 p.m. There will be a public comment period, and the
meeting will be livestreamed via songscommunity.com.
SCE, majority owner of the San Onofre nuclear plant, announced
in June 2013 that it had retired San Onofre Units 2 and 3 and
had begun the process to decommission the facility. SCE has
established core principles of safety, stewardship and engagement
to guide decommissioning.
