Are options traded on blocks of 1000 shares?

Standard contract size is 1000 shares. Though there are a few unusual size contracts around.

Would premia be taxed as income or cap. gain?

Capital gain.

Does anyone trade US options

There is, but there are negatives as well as positives in trading US stocks.
