slap,
A few months back both MKD and the Uzbek gov decided to change the arrangement from a concession to a joint venture. This is taking time to negotiate, which is not surprising as zinc prices have rocketed this year. So you have both parties determined not to give away too much and to get the best deal possible. No doubt both realise that the window of opportunity opened by increasing zinc prices could close (as it has done with nickel)so they have to strike a deal soon.
If bank loans are used to part-finance Khandiza, the coming months would seem an opportune time to do the zinc hedging that will probably be required. This would lock in revenue at a much higher rate than provided for in the feasibility study.
