A few points:-
Lack of water - presumably you mean this mythical restriction on water availability during installation - sounds to me like a feeble excuse, as there is no way that VTI or the drilling contractor would attempt to install more material than they had sufficient water for. To attempt to shift the "grout" without enough water would be commercial suicide, IMHO, as VTI knew that this had to be a resounding success, nothing else would do.
Has the lack of rain stopped the contaminants from leaching into the test wells, ie. has the contaminant level remained the same? Haven't read any results lately, but if the concentration is increasing it would mean that the bauxsol is being bypassed I would have thought, whereas if it is falling slowly that would be an indication of success, with further improvement wto come when decent rainfall comes. But if it was falling, why the negative comments from Kline? My worry is that the pressure of time and the resulting cost will not allow VTI time to show clear results.
Incidentally, what holes were drilled to deep?
