The point is that many (including me), believed that the deadline of 21/12 was for all parties to submit their tenders. It was in fact the deadline for submitting an expression of interest. Tendering takes place this month, with tenders being evaluated next month. It's crazy that so many bureaucratic hoops need to be jumped through, in a situation where there are blatently only 2 companies that are gonna come out of this with any contracts (I'd be suprised if anyone else wasted the money to tender). Blame the EU! Total waste of taxpayers money.
