Re: 'Earth Wobble' - This has seen some publicity recently, I don't have any more details though. However, this is actually not as 'earthshattering' as it may sound. In fact it isn't that unusual for large scale systems and events on the planet to increase/decrease the Earths spin, at least temporarily. Usually though this is caused by weather systems, or so I understand.
Of course the Earth is continuously slowing (tidal friction) and adjustments are made (if needed) between Atomic Time and UTC (Universal Time) via Leap Seconds at the end of the year.
