you can't prepare against every possible natural disaster in every country across the world imo. One day there will be an avalanche in famous ski resort and it will kill 1000s, one day there will be another storm in the UK like the one in '87, there will be many more earthquakes in LA. and in Japan, there will be many more dry years in Africa. You cant stop mother nature and all the preparation in the world wont prevent every death. Sure you can always do more but are you going to release a tidal warning every time there is a sea quake?
Is it reasonable to expect India to have the equipment and warning and evacuation plan in place. I don't think so. But we live in a country that is one of the richest nations in the world and we can not cope when 1 inch of snow falls across the UK. Every year when we get that day of snow, trains fail, people freeze in broken down cars...everyone takes the day off... suddenly everyone goes and buy a pair of gloves...
my point being is people will never do what it takes until the actual event occurs.
