isis - it's the principle. Along with cheaply built hotels that collapse as soon as a couple of big waves hit. People only spend what they think they can get away with (which is not necessarily the same as what they can afford). If you're looking for a reason why there might be less killed next time (whenever it is), money spent on an early-warning system seems to me to be the only practical solution, unless you think that earthquakes will stop, people will stop living by the sea, and/or tourists will stop going to idyllic beach locations.... :0)
