I've been to several of the countries affected by the Tsunamis and outside of the tourist areas they are really Third World and do not have the resources to back any real infrastructure up.
Until they can do something about birth control in these countries they are always going to be blighted by any disaster/disease that occurs. India has over one Billion people now alone, Indonesia is in the Hundred millions and nearly all are poverty stricken.
It's amazing that India is a Nuclear Power, but is unable to put a Tidal Wave warning out to it's coastal population - there is obviously something wrong here.
Of course sending aid helps out in the short term, but the real problem lies in booming, uncontrolled populations and no basic infrastructures. Many of the local & main governments are also semi-corrupt and take the odd disaster in their stride.
Hence the refusal to set up a Tsunami warning system last year.
