TT(SoldierSpy).....not so sure if its "good news for us" as the pipeline that is being extended into Uganda is for transportation of Refined Products from the only operational oil refinery in East Africa located in Mombassa which is about 1200kms from Lake Albert. They will need to build another VERY EXPENSIVE CRUDE pipeline to get the oil [if they find enough of it] the 1200kms to the refinery in the first place. And that pipeline isn't even on the drawing board yet as to date the ammount of oil discovered isn't nearly enough to justify spending $billions on a new pipeline to the coast. In 2-3 yrs time the picture will probably be a lot more interesting though.
