I like your thinking re TRK buying back half its shares and doubling future dividends !

The main reason they need to carry on with development is to keep adding to their patent portfolio, and therefore to extend the potential life of their royalty income. I suspect they could still do this with a further reduced workforce.

Just as a matter of interest, where do Antonov stand regarding the duration of their patents ? Are they still adding to their portfolio ?
