Why would MM's be interesting in burning short term traders?

the only thing to back up that to me seems like the MM's knew that there was going to be no imminent movement upward so thought:-

1. If we drop the price we would get stock back ready for when more news comes out.

2. We can also make money on the spread

3. We can sell it back higher later.

hard to see negativity once the permits are here now, plus a contract with Nippon which will early in Jan begin to be delivered possibly.
