Third time lucky

Not really sure what this means as the final para seems to say that the 7+m is part of the 400+m.

Which, in my simple brain means that whats out there is the total number of shares so the market won't suddenly have another 7m in circulation 2nd January so the sp shouldn't go down, in fact probably go up with such confirmation?

I'd appreciate someone fluent in Double Dutch to clarify that for me (in English pse)
