yes they are. as far as i know, they have not yet received the 400k agreed to initilly.

they had to give headstart 7m shares to get that 100k. they did not have that 100k before they issued that 7m.

if they did have that money beforehand, then they would have no need to issue a further rns to state that they had just issued 7m shares in order toreceive a further 100k.

the 400k loan may be "old", but each drawdown is at a DIFFERENT price, indicating that is is NOT already in the Bank.

if they announce the Eurocopter deal, then the remaining 200k will be paid off immediately saving further dilution.
