Of course Scotty aren't in control of Eurocopter orders. Eurocopter is part of EADS who employ 150,000 people for heaven's sake. Anyway, its Eurocopter who is the main contractor in the consortium. The German army/government is the ultimate customer. Scotty will be a small contributing member of the consortium.

Companies, any companies can only bid for contracts, whether they get them is up to the main company/country who offer bids for work to be done, ie in this case the German government. Got it?
