Lauders, the trouble in this situation is people are generally too kind hearted. They will be happy to vote positive if they agree, but will shy away from a negative vote as its human nature, even if they think it has no chance, they will still not give a negative in most cases.
The addition of a neutral vote would be advantageous, as people would then vote neutral and not negative, as it makes them feel better, and we all know neutrals in effect think it cannot double, so take neutral as in basic negative.
