its just correcting an old "historic" piece of news.
all they are saying is that when they bought MMD, they issued 262m, not 258m and are just issuing an extra 3.8m to cover the difference.

it looks simply as though its clearing the way to issue the Voting Rights RNS that must appear by 31 Dec 06 at the latest for all companies. This is to clarify the situation ahead of the new "Transparency Directive" that comes into force on 20 Jan 07 with new rules such as all companies must now report 4 times per year etc.
there are around 1 billion shares in issue, not 800m.
the "voting rights" RNS will soon announce the exact number of shares in issue.
