If the MMs activities have been fraudulent, and I believe they have, then all other issue (FSA, LSE Rules, compensation etc ) should be put aside. A complaint to the Fraud Squad should be made immediately. On the basis of the evidence there will be a case to answer and they will therefore be charged. If that happens they will, I would imagine, have to be suspended while the criminal case is heard. The criminal case would take a few years to come to court and in the meantime we would be free of these parasites, other MMs would be better behaved and the LSE would have to change the rules on shortchanging.
