You appear to be making a valid point, and we'll probably need to wait for the full report before it becomes clearer just what the statement implies.
The REH website indicates that the report will be available 'in the New Year', which I take to be during January.
The operating load factor (% of maximum power output actually delivered in an average time interval) of wind farms is pretty low - and this is often cited by opponents as a strong argument against them: 28% was quoted in one (not unbiased) article:
Incidentally, from what I can gather, coal-fired power has an OLF of over 85%.
As far as operating expenditure goes, it could well be that they are quoting figures for older-style dirty ones in Australia, where OPEX might be low owing to lack of clean-up costs.
All that is just surmise on my part - so we'll need to wait and see.
