SHARE CAPITAL AND TOTAL VOTING RIGHTS



The Company notifies the market, in accordance with the Transparency Directive's
transitional provision 6, that the Company's issued share capital consists of
128,508,201 ordinary shares of 5 pence each, with each share carrying the right
to one vote. No ordinary shares are held in treasury.

Therefore, the total number of voting rights in the Company is 128,508,201.

With many people away over xmas and the new year, and the delayed Ukranian xmas yet to begin, this may not occur till mid Jan.

At the EGM, Roger Philips said that after Regal's licenses were confirmed, he expected other companies to 'start knocking Regal's door down' to try and get a piece of the action.

The reality is that this is unlikely to start happening until the week beginning the 8th Jan, when everyone is back at work.
