That may well be the case with respect to stroke, but where would that place the NHS if a test were available for say vCJD, but for various reasons this test were not made available to the public and someone contracted vCJD as a result of being given tainted blood (of course we must first prove that it is transmissable via blood), where would that place the NHS? Would this be a similar situation to the Canadian Red Cross and the "tainted blood" scandal whereby a number of people contracted HIV as a result of blood transfusions.
