The Energy and Mines minister, M. Chakib Khalil, has indicated that the amendments on the law on hydrocarbons
Adopted in July 2005, are amendments proposed by the President of Republic and other ministers of the governmental staff, affirming that he was satisfied with these amendments and that they do not mean that the President is not satisfied with the new law on hydrocarbons.
It has been clear from the speech of the minister yesterday at the margin of the closure of works of the National Popular Assembly, that he was not convinced by critics directed to the new law on hydrocarbons that he has always defended. He has affirmed that it was impossible to judge this law before four years, because it would be then the time to read the first results. The President of the Republic had introduced amendments on the law on the hydrocarbons after the violent ones criticize which were directed to it, who saw that it was intended in an indirect way to sell the goods of the State of oil and gas fields to international oil companies and that without giving advantages to the mother company Sonatrach, who is treated by this law like the foreign companies.
Among the most important amendments of the President of the Republic, that concerning the share of Sonatrach, he has worked to revise the rate of advantages granted to the foreign companies, like the rate of exploitation and developments of the oil fields, which can reach, according to the new law, up to 70% against 49% as limit in the old law, what means return to the old situation, where Sonatrach had had the majority with 51%.
