I'll answer my own question, it applies to 'the new hydrocarbon law' from last year. What we're dealing with now is an amendment to that law, which reverses many of the changes.

We understand that the Amendment will apply to the contracts awarded by ALNAFT under Algeria's seventh international licensing round which was originally scheduled for late 2005 under the unamended Hydrocarbons Law and which is now expected to take place in December.
So it applies to new contracts only, with extra rules to cover some older contracts prior to the time PCI took theirs, if I'm reading it right?
