Spot on! This is what I have been saying all along. Yet some people just do not seem to understand different countries, especially corrupt ones, operate differently. I repeat what I said only yesterday: NO contracts in Iraq will be awarded on the merit of a purely business matter alone. Every single contract will have some other factors involve, personal gain is the most prominent factor followed by personal relationship factor.
