I have come across certain information that leads me to believe several MOUs have already been signed with multinational oil companies over the past 12 months which will be converted to PSAs once the oil law is in place. It is rumoured that there are litterly 100s of such agreements in place, and the fact that the Japanese multinational suddenly waded in and lined up with PET about six months ago could indicate that PET and Co have got one in the pipe line as well, just waiting for the HCL to be passed !
