Thanks to g7nicholas, the article seem to suggest that the IMO a) MUST have given the cos the go ahead and b) are keen to start awarding contracts and c) pre-war contract are being honoured.
The 3 cos woudn't just decide among themselves to bid for the oilfield; they seem to have even agreed %= 30% and 40%...., the IMO the other 30%?
