I think we will see news re Iraq cabinet approving HCL before Christmas. This should be followed by Parliament rubber stamping it most probably by year end.
This is how it works in ME/undemocratic regimes the world over: before the government announce a law it seek approval from 'parliament' blocks in SECRET.
Then the government announce it will pass the law to be 'discussed' by parliament, who will rubber stamp it and so we are all democracy and live happily ever after.
Anyone who dare -no one dares- to object, assuming they had been 'really elected', he/she is then smeared and made to resign, or a trumpped up chrage and thrown in jail, if not liquidated through a 'car accident'/'heart attack'. In the case of a war situation, the job is easily done: liquidate your opponent and blame it on the terrorists/insurgency.
