Exactly, there will likely be a seal between the upper and lower zones otherwise, geologically, they would be more than dumb to test the lower zone!
We can infer from their actions that geological competence would dictate that a test decision on a deeper horizon, having found water at a shallower level, would only be merited if there was a seal. Let's assume that they are competent...
