Unless anyone can expand, for me it wouldn't make any sense for the kyrg govt not to allow oxus to mine jeeroy. To do so would delay production and take away income for the govt. For those who say that the kyrg govt could forcibly take over the infrastructure put in place by Oxus and mine the plant, are still overlooking the fact that they will find it hard to find any buyers. Oxus would surely slap a freezing order over the assets (i.e. the gold) pending resolution of any likely dispute and, with this in mind, any potential buyers would have to accept the possibility of becoming a party to the proceedings. They would imo get their gold elsewhere. This in turn would leave the kyrg govt open to the possiblity of the gold prices being less than todays levels once the dispute has been resolved etc etc etc
