If Oxus don't get the licence back it will likely go to the court of international arbitration. During which, Oxus would remove all their equipment to Amantaytau and the whole project would grind to a halt.
If Oxus have done everything they claim to have done in order to meet the requirements for getting the licence back then the court should find in their favour. Of course, the Kyrgyz could choose to ignore international law but doing so would cost them a lot more than they are likely to gain by forcibly taking over Jerooy.
