dixi - agreed. They'll need the licence to start production and when that time comes the government will have a choice:

1. Give the licence back to Oxus and reap the benefits immediately i.e. their 33% share, plus the taxes generated, plus the benefits to the Talas region in terms of employment, improvements to the local infrastructure such as roads, schools and hospitals etc

2. Don't give the licence back and wait several years for someone else to bring it into production and in the process frighten off prospective investors in Kyrgyzstan
