According to AKIpress this story [1739] came from Richard Wilkins, Director and Secretary of Oxus. It is known that he was in Kyrgyzstan at the time, so why would you think it came from the government instead?

I guess Oxus will settle for any licence they can get - though officially they are denying that the licence has lapsed.
