It's all part of the cat and mouse games that inevitably occur when dealing with governments riddled with corruption. My interpretation is that someone in the government is holding out for a bribe and Oxus are refusing to give in. Oxus have complied with everything required of them to have the licence reinstated and they also have international law on their side.
It may take a while yet (possibly right up until production starts) but I reckon Oxus will get the licence back, hopefully without having to resort to legal action.
