As I've said before, OXB were looking at the possibility of a deal two years ago. Now its very different. Similarly, they've probably discussed ProSavin with people already, but its in their interests to wait until after Phase II - that wont mean its taken them x years to get a deal! Its not black & white like you seem to think - its an evolving process.
OXB are negotiating terms with 4 parties. Given those parties have offered terms, they are obviously willing to pay for Trovax. Those are facts.
Whoever has informed you isn't very well informed themselves. We now have, importantly, an FDA agreed route to market and decent trial results in that key indication. Thats a big deal to anyone wanting to licence it.
