One optimistic interpretation could be that the broadcasters wish to work with only one video editing system and, since Avid cannot do what FORScene can, then FORscene will have be developed to be able to do what Avid does. This does not appear to present any insurmountable problems:

"We upgrade the application and the codecs from time to time
to support the increasing range of users; as we run in Java,
there is no need for anyone to upgrade anything themselves.

As it happens, we have some potential customers interested in
a Broadcast Quality version of FORscene, and we have been
investigating this."
