It says ships are usually delivered on time, while the port facilities tend to be late, so there isn't enough work for them and about 10% of the available fleet has been idle in recent months. This has forced charter rates down to uneconomic levels. Also older ships are being squeezed out because charterers want the newer ships with diesel electric propulsion and equipment (such as that supplied by Hamworthy, not mentioned by name) to reliquefy gas that boils off in transit.
Good for Hamworthy on the whole, but it suggests that ships are being delivered into a market that is not yet ready for them, which might mean (I suppose) that the flow of orders could tail off temporarily.
